The purpose of this study is to diagnose the problems of rural field forums which have been carried out since 2012, and to suggest an improvement in its actual process, by conducting a survey targeting forty-four of rural field organizers and facilitators. The survey respondents answered that a rural field forum is useful to empower rural residents but should be improved in its actual process. Based on the result of the survey, the study suggests plans to promote resident participation, to empower rural field organizers and facilitators who are involved in rural field forums, and to improve the forum process. It points out that the role of rural field organizers needs to be readjusted, and that village leaders’ cooperation and residents’ active participation are essential for achieving the goal of field forums. It also suggests that it is necessary for a rural field forum to establish cooperative system between rural field organizers, facilitators, and experts on the Rural Rehabilitation Support Center as a basis, in order to be settled down as a successful development program for rural villages, and proposes a plan to establish such a cooperative system
