Sejong city(Multifunctional Administrative City) pushed ahead the development of specialized residential space through the design competition for improving the landscape of housing complex and building up the integrated image of the cityscape. Through conducting the open survey and gathering opinions of professionals, a basic outline has been drawn out: ‘Conditional Land Sales system following Urban and Architectural Design Competition(After choosing the outstanding design proposals, land sales are implemented based on the condition of applying the relevant proposal contents.’
For speed and accuracy of the management and operation of the design competition, an operating committee, a judging committee, and Professional Advisors were selected first.
A site for the competition is Block B1, B4~B5 within the life zone 1-4. The system has 2 stages of design competition, open and selected. Participating teams were required to submit the specialized complex plan proposal and the master plan. Those participating in the second stage of selected competition were provided with about 18,000 dollars for the basic compensation. The winning proposal for Block B1 receives about 90,000 dollars, and for the winning proposals of Block B4~5, they would make a private contract with those who purchase the lands following the conditional sales system.
The design concept is selected as ‘Different, but no Different,’ emphasizing the variety of each housing unit and the unity between the order of surroundings. The design competition was carried on about 3 months, from the public announcement on July 24th in 2014 to the finalist announcement on October 15th. The winning proposal of Block B1 by Desteel and Professor Donghoon Lee is called ‘Road-Front yard Village(Gilmadang Maeul),’ meaning the village connected through roads and the house with a yard. It expresses the spatial qualities of Korean traditional houses, Han-ok, and the images of traditional villages. The winning proposal of Block B4 and B5 by The Atelier Koma is called Trois Hills, which is a compound word for Trois(three in French) and Hills, meaning the three hills. It expresses the imagery of high-end villages providing the optimum living environment. Architectural design of each block had to propose the basic unit plans that can be integrated into the complex’s overall order and to allow various transformations according to the different conditions of family compositions, living patterns, site location, and its topography.
The finalist chosen after the Design Adjustment Consultation and Colligation Advisory Council meetings is reflected on the unitp lans of districts, and even after the working design stage or before the authorization applying stage, the consultation of Block Architect is required to maintain the design of the winning proposal.
This year, Sejong city will continuously promote various design competitions under the themes of zero-energy model complex or the customized business proposals such as a village for artists. An integration of public know-hows and private sector’s creative design proposals would contribute to the creation of demonstration model of housing complex and the vitalization of architectural culture in Korea.
