The enactment of「Architectural Assets Promotion Act」has two representative aims. First, it aims to establish the ‘superordinate applicable act’ for the support regulations on existing Hanok and to build up the institutional basis that provides the overall support for the conservation and revitalization of Hanok. Furthermore, it also aims to construct the institutional basis for the conservation and active utilization of architectural assets that are available for adaptive uses in accordance with modern purpose and contribute to the revitalization of the local economics.
Most importantly, the Act intends not to ‘control’ but to ‘support’ the conservation of architectural assets. The Act, therefore, accommodates appropriate alteration of component parts of buildings rather than insists on the preservation of their original state; also involves modern architecture regardless of their construction date, such as recently award- winning buildings.
The「Architectural Assets Promotion Act」is distinct in that it accommodates the ‘Listed Architectural Assets’ as targets for subsidy and deregulation (Chapter 3), adopts the ‘Architectural Assets Promotion District’ scheme as a means of the areaunit management (Chapter 4) and provides subsidy and deregulation in regard to new Han-ok buildings and Han-ok villages (Chapter 5).
Through the new Act, our invaluable architectural assets will be able to endure and continue to exist in this ever-changing society, with the enhancement of physical characteristics and functional flexibility. This will consequently play a constructive role in creating local attractions, which have unique and incomparable value, and forming Han-ok buildings, the Korean traditional architecture, as well as Han-ok villages.
However, it is also apprehended that the deregulation could rather damage value of Architectural Assets and lead to the gradual disintegration of traditional Han-ok. In an effort to remove those concerns, first of all, it is critically important to develop thorough management systems and systematic procedures in enacting related laws and regulations such as Architectural Assets Investigation Criteria, Value Assessment Criteria for ‘Listed Architectural Assets’, Designation and Management Planning Guideline for ‘Architectural Assets Promotion District’, and ‘Han-ok Building Guideline’.
Moreover, in order to provide a complete picture of the「Architec tural Assets Promotion Act」, the intensive understanding of the current situations and conditions of architectural assets is required. Through the in-depth understanding, what to preserve and how to manage the architectural assets, as a result, will be determined.
Last but not least, both the government and the architectural association must cooperatively make an effort to provide specialized and practical training to related field expert and businesses that will perform the newly established systems for the conservation of architectural assets.
