Golf has been attracting sensational popularity as public sports in the countries such as Europe and Japan as well as the United States which can be said an advanced country of sports. Furthermore, in recent years, the population who joys golf is rapidly growing to the extent that it can take large share in the national economic part so that terms of 'golf industry' and 'golf tour' may appear. Differently from the worldwide trends, golf in our country cannot remove the recognition that golf is luxurious amusement' or 'the principal offender of environmental pollution' so that it has resulted in various social or environmental conflicts. As for acute social conflicts which have appeared in construction and management of golf course are largely listed as those between developer of golf industry and environmental protector, between participants and non-participants, between enterprisers and regional residents, and between enterpriser and participants of golf. Therefore, the preferential task most of all is to settle the resolution of social conflict of golf first in order for golf to refunction as sound leisure sports. Some concrete plans to solve these problems are ' First, planners of golf policy should recognize golf as concept of 'sports' by means of breaking the convention that conception of golf sports is traditional one of 'luxurious amusement' in establishing and pushing forward all the policies. Second, the most effective plan to solve conflicts between participants of golf and non-participants is cited as policy of popularization of golf. To achieve this goal, cost of green fee and equipment of golf by abolishing the current Special Expenditure Tax and also by constructing more public golf courses so that various strata of public could have opportunities and sites to participate in golf sports. Third, as for a plan to solve conflict between golf enterpriser and participant of golf, the systematic improvement to manage and operate the golf work from centering on current enterpriser to centering on customer. In order to achieve this goal, it is necessary to organize a tentatively named 'Committee of Operating Golf Course' which is a representative organization selected by members. Fourth, as for a plan to enlarge policy for welfare of golf corresponding to the national welfare policy, a plan to expand function of golf so that it can contribute to policy for welfare of the aged by enabling them to participate in golf sports with qualification who have membership for due times a month as decided for the aged who are more than 65 years old by letting them use the golf course before noon on weekdays. Fifth, as for a plan to solve conflict between golf enterpriser and regional inhabitants, not only the mutual relationship with regional residents but also the enlargement of employment and activation of regional economy may be anticipated by means of employing regional residents as personnels who are needed to rnanage the lawn grass and operate golf course. Furthermore, golf course should be offered as natural study field, composition contest field, or outdoor wedding ceremony site on closing days. Sixth, a plan to induce activate regional economy should be investigated by means of searching for the plan to accelerate activation of golf industry through connecting with regional sightseeing development.
