The purpose of this study is to search for a system that enables the Korean youth-who are the most active yet under the strict regulations of the army-to maintain the social nature and at the same time encourage them to exert their combat capabilities through the leisure cultural activities in the military. The conclusions were as follows: First, It has been analyzed that ``the establishment of a complete legal system and the policy switch should be realized by the social groups and the advanced unit``. Second, it was required that development and spread exercise program for military army. Final, At this point of time, it is necessary for the military commanders to take a forward-looking attitude towards the universalization of the leisure cultural activities in the army. It should be reminded that the fighting power comes from the each individual soldier`s attitude of mind as well as the physical activities in the military life.
