This paper aims to suggest improving directions in order to strengthen the role of local governments in the citizenparticipated community planning. For this purpose, we examine the evolution process of the citizen-participated community planning since 1990s, and then evaluate the role of local governments in the process.
Since 1990s, the citizen-participated community planning in Korea has been evolved in various ways by central, regional, and local governments. Until recently, most planning has been pilot projects in its beginning stage. But since 2000, it has begun to spread nationwide, and some local governments has enacted its articles on assistance to citizen-participated community planning in order to push forward their own projects.
The citizen-participated community planning has positive aspects in that it preserves low-rise residential areas and local governments support budgets for the community planning. But there are following problems in regards to roles of local governments. First, most local governments recognize it as a project to make visible results in a short period of time. Second, they concentrate to improve physical environment rather than to vitalize communities. Third, while the voluntary participation of communities is inadequate, local governments professionals tend to lead the planning process. Lastly, the regional government, not local government, takes the lead the planning and implementation process.
In order to vitalize the citizen-participated community planning, we suggest the role of local governments as follows. First, they need to reset their role as a supporter for communities in the planning process. Second, the role sharing between regional and local governments is necessary to strengthen the local government’s parts. Third, the responsible department and the intermediary supporting organization for the citizen-participated community planning would be required to set by securing professional manpower. Forth, it is recommended to secure the budget or the fund for supporting and implementing the community planning. Fifth, they need to operate educational programs for supporting the communities and finding community leaders. Finally, the institutionalization of the citizenparticipated community planning and the monitoring system related to evaluate outcomes are necessary.
