Many recent Korean films have been exported all over the world, especially to Asia. The so-called ‘Korean Wave’ as a new cultural phenomenon promotes not merely the export of cultural content but also the increase of foreign travelers. The Korean Wave can be interpreted as a global phenomenon and also as the acknowledgement of Asian values. Thus, culture can change the ideals and lifestyle of people and create huge added economic value. Through this phenomenon, we can realize the importance of cultural investment in order to produce high level cultural content. It can be said that the present is the era of fierce cultural competition. In short, the keyword of the 21st century is culture. So we cannot emphasize the importance of cultural investment enough, especially investment in film.
The measures for the promotion of film consider both the aspect of art and the aspect of industry. The typical institution for film promotion in Korea is the Korean Film Council (KFC). This institution invests the biggest budget for the film students. The training of the film students is a key sector of the KFC. This KFC policy can be seen concretely in the curriculum of the Korean Academy of Film Arts (KAFA) and the Asian Film Academy (AFA). We can find that this curriculum focuses mostly on the technical aspects of film, not on the artistic value. Ignoring the artistic value points the film production of the KFC in the wrong direction. Without the artistic value of culture in film, there will be no further development of the Korean Wave.
