This study aims to examine the shaping of global migration governance and changes in migration policy based on the recent discourse on the migration-development nexus with positive perspective, namely ‘development through migration’. The perspective emphasizes ‘multi-level development effects’ of migration and ‘circular relevance’ between migration and development, which promote individual states to join the multilateral cooperative discussion table, rather than bilateral relationships that countries have preferred regarding migration issues. In addition, the paradigm shift of development goals through Post-2015 discourse extends the development goals from poverty reduction of developing countries to resolving inequality among all countries. It will influence the development of global migration governance with the strategy of ‘mainstreaming migration into development planning’. The perspective of ‘development through migration’ is also gradually causing changes in migration policy, namely ‘development-friendly’ migration policy, raising the necessity of international cooperation on migration for co-development both countries of origin and destination. ‘Development-friendly’ migration policy is the process of identifying the factors of migration policies influencing co-development over the entire course of migration and to re-design such policies to be more ‘development-friendly. Remittance, diaspora, circular migration, and integration, international cooperation are mainly related to the re-designed migration policies considering co-development. Because almost all countries only recently started the policy discourse on ‘development-friendly’ migration policy, individual states need to continue analyzing the practical and specific development effects according to different migration types.
