This paper addresses comparing efficiency of TQM organization and non-TQM organization in the service industry by using DEA model. Data Envelopment Analysis (DEA) is a linear programming technique to measure relative efficiency invented by Charnes, Cooper, and Rhodes in 1978. CCR ratio model (1978), that is basic model, yields an objective evaluation of overall efficiency and the BCC model (1984) distinguishes between technical efficiency and scale efficiency by estimating pure technical efficiency at the given scale of operations. KS (Korean Standards) Certification is one of the key tools in the implementation of TQM in Korea. And Service KS certification launched from call center service industry. So, we chose call center organization as sample case. TQM case was 14 and non-TQM certification case, which was selected randomly, was 38. As a result, in CCR model, TQM organizations showed more efficient DMUs by 7% point than non-TQM organizations. and in BCC model, TQM organizations showed more efficient DMUs by 22% point, Also the average of TQM organizations is higher than non-TQM by 14% point in BCC model and 6% point in CCR model. On the contrary, TQM organizations showed smaller point in the standard deviation. Consequently, results show that organization that implemented TQM has better efficiency scores and narrow variance. By careful examination, managers can detect their organization`s constraints and evaluate the effectiveness of managerial decisions.
