The Purpose of the paper is to analyze the decision making process of the Carter administration"s U.S. troops withdrawal policy from the Korean peninsular based on the US and South Korea diplomatic documents which were declassified recently. After the presidential inauguration, Cater administration made the system of the Presidential Review Memorandums(PRM) and the Presidential Directives. And Carter ordered the review of the U.S. troops withdrawal on the National Security Council and related institutions. In order to analyze decision making process of U.S. troops withdrawal policy, this paper examined the PRM-10 and the PRM-13. Carter administration discussed the U.S. troops withdrawal plan through the Policy Review Committee(PRM) and the National Security Council.(NSC) subsequently, U.S. troops Withdrawal plan was released through the PD-12. Even though U.S. troops withdrawal policy was designed by the SCM between U.S and South Korea, Carter administration"s withdrawal policy determination was unilateral. This was derived from the fact that the United States stressed the Carter administration’ political positions than north korea military assessment.
In conclusion, We should be definitely aware of determining the structure and process of the policy of the United States and, therefore, will have to make efforts to prepare for response on an ongoing basis.
