This research aims to understand the status of illegal sportstoto and search for its solution, given that illegal sportstoto, which is a serious crime violating National Sports Promotion Act, increases popular speculation and is on the rise. The research analyzes the status of illegal sportstoto through articles in Chosun, Joongang, Donga, Hangyeorye, Kyunghyang and Ohmynews newpaper from June 2011 to June 2015. The result reveals that in order to avoid the police dragnet, there were cases where servers were located outside the country. There were also cases using crammed phones and accounts, cases where middle and high school students were involved, where celebrities were involved, cases in which sites recruited members in order to keep private information necessary for managing illegal sports gambling sites and to receive illegal profit, cases which negatively affect the economy by creating massive black economy and by the means of tax evasion based on illegal sportstoto, and cases in which illegal sportstoto possesses a massive organizational structure to the point of corporatizing it and receiving 60billion won as profit based on 630 billion won bet.
The cause of illegal sportstoto can be attributed to the indiscriminate advertisement, pleasure and thrill, monetary causes, compensation mentality, high dividend rate and variety.
The solutions for illegal sportstoto are reconsidering recognition of National Sports Promotion Act, training professionals and experts on sports law, Addiction treatment and management, promoting public campaigns on exterminating illegal sportstoto, increasing legal sportstoto, and intensifying the monitoring and punishment of the government.
