This study focused on the records and archives management of the local government in general and Incheon Metropolitan City in particular. At first, I outlined the meaning of local archives management in the Public Records Management Act that was enacted in 2000. Secondly, I introduced a few advanced cases of foreign archives management system. Thirdly, I examined the reality of the records and archives management of the Incheon Metropolitan City. And finally, I sought for the vision and strategy that promote the preservation of regional history and memories and the development of the democratic administration. Incheon Metropolitan City has had the same problems the public sector has in records and archives management in Korea. The indifference on the archives management of the high-level officers, the absence of the professional archivists and records managers, the weakness of the records and archives management system that control and preserve the local history and the administrative experiences, the exclusion of civilian participation, etc. Furthermore, Incheon Metropolitan City as a local government has not any claim to the records that was produced by itself, According to the new Public Records Management Act, Incheon Metropolitan City has to transfer the records to National Archives, and even the records of districts( Gu or Dong ) which are under control of the city in administrative hierarchy to National Archives directly without the archival consideration with the city. From the view of the National Archives, the city without Archives is same as districts that is forced to operate the records center. However, the implementation of the General Records Schedule opens the way to the scientific and systematic Management of records. Corresponding to the civilian movement for the information freedom, the records and archives management becomes the keyword and the most effective method that will lead us to the administrative accountability and transparency. In this context, I suggested the Policy-Network to promote the movement. The Policy-Network , including the local government officers, NGOs, and scholars, will test the reality of their own local management system on records, design the proper model for it. By doing so, we will be able to overcome the current subordination of the local government to the central government and ultimately remain the memory of our own on the basis of democratic governance.
