In case of decaying residential areas, most are suffering from the vicious cycle of poverty and decaying as the communities have been collapsed or in a state of very mediocre activation in most areas due to lack of diversified resources and barriers. The purpose of this research is to present systematically the whole progress for organizing residents’ festivals as a means of activating regional community and grasp the characteristics of the progress. The research method was field participation observation research and the researcher played the role of encouraging, supporting and observing the residents. By supporting identifying regional resources, organizing residents as well as supporting setting up the activity plan and facilitation methods, as much as over 600 residents were assembled in the decaying residential area, over 250 donation networks were established and was firmly rooted as major community event for discussing regional development. The research result will be a good guide for planning festivals as community event in decaying areas by providing the framework for better understanding the limits and the dynamism on the field.
