Despite FTA prohibiting any market-distorting policy, market protection can be issued. This is why a trade agreement can face troubles before activation. In fact, any country can have an industry of comparative disadvantage. However, the industry should not be forgiven. Agricultural industry is a good example. Many industrialized countries already lost the comparative advantage of agricultural products. Thus, the factors used in the industry should be transferred into another industry of comparative advantage for enlarging national welfare. However, factor movements can generate social unrests temporarily. Special interests also play for their own purpose. Beyond justification, the problem of market protection is real. This paper examines how government can minimize inefficiency of industry-protection policy in necessity. Again, this paper does not justify industry protection but raises an issue of inefficiency reduction.
