Deinstitutionalization from public welfare facility has been cherished for a long time in other to improve the quality of life for the disabled people. However, in reality many housing alternative need to be prepared in older to enable the disabled people live comfortably in their community. Among them the most basic requirement is to provide an appropriately designed house. Unlikely from common residential houses, houses for them are placed among different stakeholders, such as the residents, welfare service providers, care service organizations, fund providers, families, and the local community residents. Therefore, the purpose of this study was to determine the plan under the consensus among diverse stakeholders’ views and conflicts. Especially in Korea where supportive housing plan has never been implemented so far. The method used in this study was small group workshop panel method, where participants were potential resident groups (people with disabilities, people without disabilities), administrators of the facilities, social workers and these study team members. In the process of participation, early concept was extracted through two workshops and detailed contents were continuously developed and presented. As a result of this study, specific opinions on the target residents and space plan were delineated. In case of target residents, it was simply classified as a person with disabilities and a university student without disabilities, but later it was subdivided, allowing various housing schemes within the house. Thereby the space was planned separately into independent living and shared living cluster. This study showed the value of participatory planning to pursue a consensus before trial errors otherwise.
