Nations are in constant search for a specific formula which is appropriate to its developmental needs and objectives, hence they tend to continuously reform and innovate their organizational structures and orientations. This paper seeks to identify the common elements in Cambodian government in terms of innovation agenda, specific area for innovation, and respective mechanism for change. Furthermore, it seeks to arrive at a conclusion that indeed, in spite of differences in socio-political and economic context, developed and developing countries alike are in continuous pursuit of an improved change management approaches, better governance processes, and enhanced quality of life among its people. It also tries to look philosophy to the Royal Government of Cambodia.
