Korea National Police Agency (KNPA) plans to establish more than 40 Riot Police Companies composed of only professional police officer not riot police by 2010. On condition that KNPA and the Ministry of National Defense (MND) reach an agreement that would abolish both riot police and auxiliary police system during renegotiation, it is expected that current riot police forces will be replaced by professional police officers. On the second anniversary of the Korean Riot Police Company(hereinafter called ‘KRPC’), It will be possibly very meaningful to make a comparative study on the measures of Assembly and demonstration control between Korean and french police with which Korea police have been cooperating closely in the field of law enforcement, especially for Assembly and demonstration control measures. The introduction of the basic 5-manned squad tactics of the republic security company of France(CRS : Compagnines Republicaine de Sécurite; the Riot Police company for the Republic of France; hereinafter called ‘CRS’) to the KRPC will be of help to make a company smaller tactically and economically; the law can be executed more actively in many situations. Reorganization of the KRPC as of CRS system can be positively considered, if the KRPC are dispatched to the front Wing line of Riot Police forces to be used for apprehension. And also, in order to get desired effects, it is required to reinforce counter-riot equipments, such as tonfa(T-shaped police batton), nonlethal weapons and prjectiles like DMP and grenade launcher like COUGAR, which are widely used by CRS. Although KRPC uses many counter-riot gears like riot shield, light police batton and tear gas like capsaicin, the introduction of advanced and effective counter-riot equipments will not only improve the effectiveness but also guarantee the safety of both protesters and officers. The change and modification of the KRPC counter-riot tactics should be followed by the systematized Field Manual(FM) to upgrade tactics securely. If a unified, well-organized Field Manual is completed on the basis of its successful riot control experiences, it could be a milestone for Korea Police's riot control capability to go forward. For one step further, the criteria of tactical performance evaluation should be renovated to evaluate the practical counter-riot capability with realism not in a way of well-scenarioed movies souly for demonstration. Now is the time for the operation of KRPC to turn from old-fashioned tactics of riot police forces by adopting future-oriented riot police tactics, because the actual operators of KRPC will be full-time officers who passed the examination for services and completed 6-month intensive training courses. Hence, follow-up studies are necessary to focus on the future of the KRPC composed of professional law-enforcement officers and on the settlement of a sound culture of assembly and demonstration enough to find an echo in every citizens' heart.
