The significance of the sea has been much higher in Korea recently because the maritime transportation and leisure activities have increased rapidly. The growth of maritime industry inevitably led to the increase of the maritime accidents, which brought the public attention to the search and salvage issues. The public seem to focus upon the emotional aspect of search and rescue while ignoring another aspect of the search and rescue divers' life. The press and politicians as well as the family of the missing people are likely to place an emphasis upon the search and salvage, which puts pressure on the maritime police to do more dangerous work that might lead to lethal results. The purpose of this study is, therefore, to analyse the problems of the search and salvage of the Korean National Maritime Police, and to suggest the effective solutions for solving the problems. The problems to which the maritime police are confronted are primarily summarized into the limits of the maritime police to carry out the search and salvage missions particularly in the deep sea in terms of equipments and expertness. The first solution seems to improve and complement the search and rescue equipments of the maritime police, but which may be criticized in terms of redundancy because the navy has the equipments for deep-diving. Other countries including the United States and the Unite Kingdom also has the system in which the naval forces take in charge of search and salvage in the sea. The effective and efficient way might be to mobilize the voluntary units for search and rescue and to develop complementary partnership between the maritime police and the private companies for search and salvage. For this purpose, therefore, the governmental support such as financial aid and grants must be provided for the private companies to have the state-of-the-art equipments. Also, the law and mandates as to search and salvage should be amended to invigorate these efforts.
