Studies on transition of public operations from the heart of government to external entities have generally focused on one or the other of two dimensions: ownership (often labeled “privatization”) and autonomy. Other studies examine devolution of governmental operations, addressing decentralization (localization) and autonomy. A more holistic exploration of state-owned enterprises should include all three dimensions. This study considers factoring and visually displaying (plotting) the current and historical statuses of various public enterprises through 3D charting. Both Korean and foreign organizations are used to model this procedure, to illustrate the viability of 3D modeling in analyzing the current state and historical transitions of government corporations, often described as (former) state-owned enterprises.
