This paper takes Beijing-tianjin-hebei urban agglomeration as research object, uses the input-output data of production factors of different scale of city, and adopts entropy-DEA method to evaluate the efficiency of city economic operation. The result shows that: small and medium-sized city have the highest efficiency in the prefecture-level and above city; the efficiency of county-level city economic operation is generally low and tends to decline year by year, the distance of city efficiency between county-level city and prefecture-level and above city increases year by year. According to evaluation results, this paper analyzes the causes of distance in scale efficiency, and makes the policy suggestions.
