This study is to find a systematic way to make private wastewater discharge facilities participate in water protection. Tradable permit systems have been studied in Korea for the purpose of applying Total Daily Maximum Load Systems. This study analyzed the previous researches and tradable permit cases in overseas countries.
Basically tradable permit systems for water quality are not simple, because multiple elements should be considered such as water quality items, position of pollutants, water quality targets, and so on.
The trade markets are generally on the basis of watersheds, because the move of pollutants can be is analyzed in a watershed. However, consuming that all streams are equally important and participating privates in water protection are more important than water quality target in a certain point of big river, city boundary can be a unit of a trade market.
Considering many kinds of situations in fields, it seems better to adopt the tradable permit system selectively. Cities that have water pollution problems caused by private wastewater discharge facilities may adopt the tradable permit system in TMDLs.
