    This study attempted to clarify the nature and contents of John Myon Chang Government"s economic policy through economic bureaucrats’ economic policy making, economic policy, and economic development planning process. John Myon Chang Government wanted to liquidate the government controlled economy under the banner of “economy first" and establish a free economic order. Based on this, the first step was to promote the national development plan through the spirit revolution, and the second step to promote the economic development plan to complete the economic revolution.
    John Myon Chang Government"s economic policy conception had a further aspect compared to that of Syngman Rhee Government. First, the regime attempts to liquidate the government controlled economy and establish a free economic order. Second, it intends to foster 1 million stable farm households in rural areas and actively support small and medium sized enterprises. Third, it attempts to achieve ‘a spirit revolution" by the people"s cooperation through the national land construction movement. Fourth, it collects diverse public opinions on economic development and seeks to promote economic development plan based on it.
    John Myon Chang Government developed the agricultural productivity through the five year economic development plan and developed the domestic market by using the idle labor force and increased the psychological adaptability of the people to economic development. In addition, the regime would build the industrial base through strategic investments in strategic sectors such as power and coal, and expand the basic industrial facilities such as fertilizer, cement, steel, anthropomorphism, and oil refineries.
    However, the economic policies of John Myon Chang Government had critical limitations. In order to secure the government"s discretion over economic policy, it was necessary to have the people’s absolute support. However, John Myon Chang Government was unable to meet the expectations of the people in the issues such as corruption, anti corruption treatment, securing economic independence for the US.
    This was the result of one sided reliance on US aid for funding, which could not be pursued autonomously based on public support. The measures of the regime gradually went against the demands of the 4 19 revolution. In the end, although the cooperative ties with the US government were strengthened, the political power of John Myon Chang Government for the economic development plan was to be lost. The “political revolution" advocated by the regime failed to lead to the “economic revolution" for which they could get the support of the people.
