Although the order of Cold War formed after the 2nd World War created East and West Germany model of divided country in Europe, Yemen model of divided country in Middle East, and China and Taiwan, Vietnam, and the Korean peninsula model of divided country in Asia, it is already well-known that all the nations stated above except the Korean peninsula have formed unified economic community inside each of the nations. For example, East and West Germany went through many different political and military conflicts in the beginning of division of the country, but they achieved complete economic integration after 18 years since 1972 when they concluded basic agreement and launched normal general trade. China and Taiwan also went through China’s Quemoy Island in the 1950s and missile tests in the Taiwan Strait during the 1990s, but they formed Chinese Economic Community called Chaiwan by signing Cross-border Privacy Enforcement (CPEA) in 2010, resulting from sustained trade between two countries. On the other hand,
how is the Korean Peninsula? Notwithstanding 25 years of history of trade between the north and south, it gradually only goes backwards, barely surviving only with the Kaesong Industrial Complex the DMZ Frontier Zone. Not to mention eased political and military tensions between the north and south through expansion of economic relations, they remain in a state of intermittent lower-intensity political and military confrontation amid the backward movement of economic relationship.
While in the backwardness of the economic relationship between the north and south in the recent years, the economy of North Korea has been weighted on the economic zone in China accounting for about 90% of international trade, and recently started economic cooperation in the field of infrastructure between North Korea and Russia. Further, this has brought out change in economic policy of North Korea. As Kim Jong-un’s regime has passed a law on special economic zones to set up many economic development district in regions, he has exerted more efforts to expand foreign intercourses, compared to Kim Jong-il’s era. Definitely, Kim Jong-un’s regime does not intend to change existing foreign survival policy strategy as it claims to the parallel line between economy and nuclear power as a key economy policy. Nonetheless, Kim Jong-un’s regime has expanded foreign economy relationship by implementing policy embracing the market, compared to Kim Jong-il’s era. Under these circumstances, a large-sized regional economic development led by China has been promoted in a full scale in the norther area of the Korean Peninsula.
Hence, we now need to take off the North and South Korean economic relations under new paradigm. Namely, from a perspective of North Korean development, development of regional economic development district set forth by North Korea should be promoted in a 3-dimension way or many-sided way with Northern Economic Zone. Development of economic relation between the north and south should be promoted as new engine growth for the economy of South Korea. Furthermore, the economic relation between the north and south should be promoted from a perspective of regional economic development expanding in a full scale in the Northern Economic Zone including China and Russia. Since the post-Cold War South Korea has not used overland transport as logistics network resulting from discontinuity of Eurasia continent, falling into geo-economic missing as it is not connected to Northern Economic Zone through overland transport. In this regard, South Korea lost geo-economic advantages of the Korean Peninsula belonging to the bridge between the continent and sea. This indicates ‘a disabled geo-economic condition’. Now, unless South Korea break through the condition, the nation will not easily escape from ‘middle income trap’. Namely, South Korea can take a new leap only if it should construct a compound state connecting with the continent and sea.
When it comes to compose sea-continent composite vector embracing Eurasia and the northern area for the deformed vector of national development solely depending on maritime power for the last 60 years or so, the development of economic relationship between the north and south and the construction of economic community have emerged to an issue of our survival strategy before we knew beyond the directing point of unification.
