Recently Korean government has intended to embody a so-called `productive welfare` society. In relation to this mission, the Law pertaining to Guarantee of Basic Living was passed in 1999 and has been implemented since October 2000. Here, productive welfare means a kind of `workfare`, regardless of the official definition such as `a more positive welfare`, which goes in step with reinvestment and re-creation, aimed at a sustained economic development and increased welfare through provisions to maximize opportunities for productive participation of the society. The government`s intention is to establish a welfare system which will inspire the people and encourage self-help and self-reliance with a refreshed determination to work harder. After examining what this transformation of Korean welfare system means for women farmers, this paper concludes that `the productive welfare programs` are totally blind to the issues of women farmers. Although women farmers suffer from dual burdens of arduous farm labor and domestic work, they are not eligible for the present labor welfare benefits or pension programs because they are neither employers nor employees. This paper suggests a set of productive welfare programs which can respond to the needs of women farmers who are mainly unpaid family workers.
