Examined in this article is how the ‘Agricultural Cows Loaning project’ was operated by the Joseon Governor General office in the 1920s, and what were the results. Also highlighted here is the fact that all the low-interest funding invested in this project actually caused the cow-owners community to polarize, which ultimately affected the breeding of cows as well.
Because the Joseon Governor General office was a colonial ruling body, it had no means to mobilize funding (such as issuing bonds) on its own, so money and resources needed in colonial development projects had to be funded by the Japanese mainland. As a result, all funding did not serve the welfare of the colonial residents but instead benefitted imperial Japan. It was not operated according to colonial dynamics and was instead moved in a direction which would ensure swift recovery (of invested money), resulting in social classes polarizing (either becoming rich or bankrupting) due to their initial economic status. This trend particularly discouraged people in low positions, who were directly responsible for social production.
We can see that colonial development projects which aimed not at the interests of colonial residents but at Japan’s own domestic needs were destined to fail in boosting production or productivity in Korea. Unlike earlier studies which rather concentrated upon examining either ‘colonial extraction (perpetrated by the Japanese)’ or ‘physical development(enabled by the Japanese in this period),’ this study tried to determine the limitations of colonial development programs by examining the nature of such projects’ funding, and exactly how they were operated.
