The calls for qualitative improvements in the existing urban living environment are becoming more urgent due to the expansion of residents' participatory awareness regarding administrative procedures and the enhancement of their interest in the local community and of quality of life, and the importance of resident participation is becoming more widely recognized. To actively push forward resident participation in terms of policy, various techniques are stipulated in the law, such as public hearings, committees, public exhibits and announcements under urban planning laws. However, the general perception is that these measures are not being sufficiently utilized, and research is needed to discover how much resident participation techniques are being applied in reality and whether they can overcome their practical limitations. Such research can be carried out by studying examples where the residents' quality of life was increased from an overall perspective, but few relevant case studies have been carried out in Korea until now, and it was practically difficult to prove their effectiveness. The recent Daejeon Metropolitan City's Rain Project, however, is a resident-oriented development project that gathers and reflects the various opinions of community residents in the planning and promotional stages, and it is a good example of a project increasing the residents' quality of life from an overall perspective. Accordingly, the purpose of this paper is to systematically examine the types and characteristics of residents' participation techniques through an advanced case study. The results of this paper can be used to discover various residents' participation techniques that are needed for residential improvements in Korea.
