The Asia-Europe Meeting(ASEM), which was first held in Bangkok, Thailand in 1996, has established a new partnership between Asia and Europe, that aims at the promotion of political dialogue, deepening of economic relations and the reinforcement of cooperation in socio-cultural fields. The ASEM has formed a clear and open channel of dialogue between Asia and Europe by reinforcing the "weak link" in the triangular world-wide relations between North America, Europe and East Asia. Indeed, the ASEM meetings have provided the opportunity for the partner countries to share their concerns and develop a common vision for the future cooperation between the two regions. It is thus recognized that the cooperative relations will benefit not only the participating countries of both regions but also the international community as a whole. Nevertheless, it has to be pointed out that the institutional structure of the ASEM needs to be improved for the further development of the cooperative relations between the two regions. In particular, rather than maintaining the open and informal nature of the ASEM process, its policy-making Procedure needs to be institutionalized so as to increase the efficiency and efficacy of the decision-making. In this way, the ASEM will contribute greatly to broaden the basis of mutual understanding and cooperation in all areas of common interest, intensify dialogue and relations between the two regions, and therefore produce far more concrete and substantial results.
