This study discussed the efficient management of industrial wastewater treatment facilities (IWTFs) located in industrial complexes. There is no data on these facilities in Gyeonggi Province because Minister of Environment has the authority of IWTFs. This study, therefore, reviewed the operation data of 18 IWTFs in Gyeonggi Province. Except for one facility, the operation rate of all facilities was found to be very low which results in overestimation of wastewater production in the design stage. In addition, most facilities were receiving wastewater at a low concentration than the design one. Due to the above reasons, the treatment efficiency of the public wastewater treatment facility has been decreased and the operation cost has increased. Effective management plan of IWTFs, therefore, will be needed. However, there is rare that can be done administratively in Gyeonggi Province since Minister of Environment has the authority to take an administrative measure of IWTFs. For effective management of IWTFs, this study proposed local devolution of the authority of Ministry of Environment.
Although many local devolution was decided to transfer in 2009, the Ministry of Environment still does not transfer much of environmental administrative works to the local governments. The reason for local governments to hand over the environmental administration works of the central government is that they have to establish and implement environmental administration in accordance with the local situation because the environmental problems have regional characteristics. However, due to concerns that the central government will maintain equal environmental standards and regulations at the national level, reducing the gap in environmental quality between regions, and neglecting office work at local governments, environmental problems will become more serious, central government hesitates to transfer their works. Nonetheless, local devolution related to IWTFs is necessary for efficient management of IWTFs.
In Gyeonggi Province, capacity and organization that can do administrative works for IWTFs should be improved in case of local devolution. To do this, in this study, we propose the establishment of a specialized institute for technical review and support, and inspection of IWTFs.
