This study deals with corruption situations in 8 countries of CPLP and 30 countries of Latin America for the period of 1995~2016 in the neo-liberalistic perspective by focusing on Brazilian corruption problems. It utilizes data and reports issued by Transparency International to grasp transparencies in CPLP and Latin American countries. There are top five corrupt institutions in Brazil with both CPLP and Latin America―political party, police, legislature, judiciary, and public offices. Brazil needs to reform these corrupted institutions, and must achieve political and institutional reforms.
