This study is focus to the processes and historical changes of welfare law for the aged in Korea from about 1970 to 2001. The goal of this article is to find the diverse variables that made legislation of welfare law for the elderly and amendments of the law in the perspectives of policy sciences and history. The implications of the study are to gain strategical methods that resolve standing problems and issues of welfare law for the aged, and to find policy alternatives of the limites of welfare law for the elderly. The Socioeconomic environmental variables, as objective situation or substances, had very important impact to the processes and changes of the law. And political administrative environmental variables, as independence and sometimes mediative variable, had very serious impact to the processes and changes of the law. Especially political administrative environmental variables made transferred, adjusted, and regulated roles in the processes of the formulation and change of the law. The government, political parties, president, administrators, related professionals, practitioners, and the elderly as actors of policy process also made important roles in the processes of the formulation and change of the law. Especially president, administrators roles were serious in the processes from 1960s to 1980s, but related professionals, practitioners, and the elderly were increasingly important from 1980s to recently.
