This study deals with the effectiveness questions on the traffic management strategies of arterial roads. The objectives are two-fold : (1) to analyze the effectiveness of the strategies applied to the arterial roads of Cheongju, and (2) to compare the results of Cheongju case with those of Sioux Falls. In pursuing the above, this study gives the particular attentions to the left-turn prohibit, one-way system and underpass or overpass road. In case studies, the above strategies are simulated to Heungduk-Ro and Sajik-Ro of Cheongju, and 113∼123 corridor and 103∼109 corridor of Sioux Falls. To analyze the effectiveness, this study uses MINUTP and TRANSYT-7F programs. The overall network is analyzed by he VHT and VKT, and the arterial roads and intersections are analyzed by the average travel speed, v/c, delay, LOS and others. Main results are the followings. First, in the evaluation of the overall network, underpass or overpass is the most effective and left-turn prohibit with 2 phase signal control is the second in the above case studies. However, the rank of one-way system is the third in Cheongju and the forth in Sioux Falls. St cond, in the evaluation of arterial roads which the strategies are directly applied, underpass or overpass is evaluated as the most effective strategy, and the followings are in the order of one-way system, left-turn prohibit with 2 phase signal control and left-turn prohibit with 3 phase signal control in two cases.
