The purposes of this study are to identify the salient belief as bout going to winter Paralympics among college students, and develop and validate the scale based on the salient beliefs. Participants were 354 college students with various majors. During the elicitation process, open-ended questions were used to gather salient beliefs among the participants. Content analysis was conducted to determine the salient beliefs. In the next process of questionnaire development, a scale was developed based on the results of open ended question survey. Once the development was complete, the scale was distributed again to college students for the purpose of validation process. Exploratory and confirmatory factor analyses were carried out to validate the scale. Based on the results, the most frequently mentioned behavioral beliefs among college students were time and money loss. Friends and parents were the most influential figures as their normative beliefs. In the control beliefs, spare time and money were most often believed to be facilitators for college students to go to the winter Paralympics. Based on the validity and reliability analyses, the scale partially met with validation and reliability criteria. Further discussion is provided in the article.
