This study is designed to solve the cause of conflict between the redevelopment organizing committee and the owners of apartment units who, among the requirements for the approval of the establishment of the association of housing redevelopment project, meets the conditions to be met by the classified owners but who did not fully meet the conditions of the agreement for each apartment building. Though there is the special provision for land division in Article 67 of “Act on the Maintenance and Improvement of Urban Area and Dwelling Conditions” to solve this problem, its effect is not enough but new conflict is generated. To solve this problem, the analysis data was constructed through the survey on the parties in the redevelopment projects. In the analysis, cluster analysis was made to classify the conflicts and the first and second analyses in the decision-making tree were conducted to find out the improvement element. The results showed that the negotiation prior to the lawsuit can help the concerned parties to alleviate the conflict and reach an agreement when they are based on a reasonable land price and that the cost of handling the conflict caused by the claims for the land division has a meaningful effect on the redevelopment project.
