The Provisional Government of Korea(PGK) has historical significance as a leader of Korean independence movement and an organization realized the democratic republican ideology established by the achievements of the March 1 Movement. Nevertheless, it is true that the logic that PGK is a government representing the entire nation and has historical orthodoxy in inheriting eternal national sovereignty, served as an ideology that advocated legitimacy of the PGK and Republic of Korea(ROK) rather than based on historical facts. The progressive historians pointed out the limitations of the assertion of legitimacy of the PGK since the 1980s, and sought a balanced perception of PGK. However, as the “History War” passed, legitimacy theory of the PGK became an area of sacrosanct. This article critically examines what legitimacy theory of the PGK has played in the past, and explores the aspects, causes and meaning of it becoming sacred. Through this, I want to be wary that the assertion of legitimacy of the PGK can work as an ideology that narrows historical perceptions, creates obstacles to inter-Korean reconciliation and unification, and thus blocks reflection on the “state”.
