투명성(Transparency)은 개인은 물론 각국 정부가 추구하는 개혁의 중심적 위치를 차지하는 가치의 하나가 되었다. 정치 행정의 책임과 윤리 영역 뿐만 아니라 경제 사회 등 사회의 모든 분야를 망라하면서 이전보다 훨씬 적극적인 관심의 증가를 보이고 있는 현실이다. 투명성의 목적은 어떻게 부패를 제거하고, 원활한 소통을 확보하느냐 하는 것이다. 사회가 불안정할수록 투명성의 요구가 커지는 이유이다. 시대적 상황을 철저한 시각으로 진단하고 그 개혁을 주장했던 율곡의 철학과 오늘날 우리사회의 투명성 요구를 양립시켜 볼 때, 율곡의 철학은 중요한 처방전과도 같다. 율곡 정치개혁론의 철학적 근거는 明德, 致中和, 本然之氣를 세 기둥으로 한다. 하늘(天)이 명한 바(明德)를 정당성의 근거로 하고, 新民과 致中和를 실천의지와 구현의 원리로 하여 시대적 문제를 때에 맞게 인식함은 물론 적극적이고 성실한 실천을 통해 본연의 상태(本然之氣)로의 회복을 강조한 것이다. 또한 율곡은 구체적으로 사상과 실천의 통일과 조화를 주장하면서, 정당성에 입각한 투명한 인사와 기강, 국시와 공론의 확립을 꾀하고자 하였다. 이를 위해, 구체적 제도를 마련하고 정책을 개선하는 점진적 개혁을 주장한다. 현대는 여론을 통해 국민의 요구와 소통하는 민주정치를 이상으로 삼는다. 개인의 도덕적 삶과 정치적 道義을 비롯한 모든 분야에서 반부패의 투명성이 요구 되고 있는 이 때, 율곡의 제안을 과거의 유물로서가 아니라 시대를 뛰어넘는 철학적 이상으로 받아들인다면, 현재에 충실하고 미래의 안정적 세계를 도모할 소통과 화합의 국가투명성을 확보하게 될 것이다.

Transparency has become one of the values, individuals as well as governments seeking to occupy a central position in the reform. In the reality of the increase, political and administrative areas of responsibility and ethics, as well as the business community, while covering almost all areas of society than ever to show an active interest. In particular, One of the most immediately appearance of the recent decision of the national authorities and the internal connection between state agencies and the public, and even cross-country or international literature on business relationships between companies is transparencyWhat is the state of modern society? The coordinates of individual value judgments are lost in the presence of unstable drift thrown down, and the fraud and corruption, and the tweaked DNA is still occupied many areas of our society. In other words, an anti-corruption and efficient communication equal transparent society. When we compare between Yulgok philosophy, a diagnosis the situation and argued that reform, and contemporary needs of transparency in our society today, Yulgok philosophy has a great view. Yulgok philosophy, recovering the deteriorate transparency could be a important prescription. In this paper, therefore, to the core of the bassis and features of Yulgok's political philosophy in the axis of concept of transparency, and a practical commitment to the reform was investigated. Especifically, Yulgok insists that unity and harmony of thought and action, and claims to establish that a transparent human resources and discipline and the national policy and public opinion based on the justification. To this end, he claims a gradual reform which provides specific policies to improve the system. Transparency encompasses all fields, beyond the specific one in a society , and been being in the focus of attention throughout the world. The purpose of the transparency is how to remove corruption, and ensure smooth communication. The ideal of the modern politics is democratic goverment and public opinion on politics. In these days, transparency, anti-corruption, is required in the individual moral and political life. If we accept the suggestion of Yulgok which is not a relics of the past but a timeless ideal philosophy, the country will ensure national transparency, communication and unity, to stick to the current and to promote a stable world in the future
