As aviation safety and security had been pointed out after 9/11 terror in U.S., the necessity of their efficient measures have been discussed. While quite various ways of aviation crimes are being done today after the first hijacking occurred in 1950s, this paper systematically organized the changing tendency focusing on legal and institutional issues for aviation security of the world’s leading aviation advanced countries. This paper systematically investigated recent aspects of aviation terrorism and the form of legal, institutional development of aviation security concerning it, and compared legal, institutional issues of the aviation security of each countries regarding aviation terrorism to examine the application plan of aviation security for our country.
