Modernization and development do not mean the same thing to all of those who consider themselves to be modernizers. But one thing does characterize the modernizing nation. There is deep dissatisfaction with the existing political, social, and economic systems. The process of modernization and development becomes one of emulating as many of outward features of these peoples as possible. Ideologically, it may seem necessary to couch these desires in such indigenous terms as Arab socialism. How does Islam in its contemporary setting affect this drive for modernization? The term Modernization and Development can provide insight into these questions. The political process in the Middle East differs from that in the West. It is less often open, and the formal channels of political influence tend to be fewer in number and less effective. All this affects the role that religion plays with respect to politics.
