Neville Chamberlain’s role in the development of unemployment policy tends to be an aspect that receives very little attention in political biography. However, primary sources at London’s Public Record Office and Oxford University’s Bodleian Library reveal the painstaking discussions led by Chamberlain during the depression years and up to the beginning of the Second World War concerning the provision of unemployment policy. However, political biographies have tended to either overlook this, or reach a damning assessment of Chamberlain’s record in government. Many of the unemployment policies developed by Chamberlain were successful in the long-term, even though the motivations and their success were not always immediately obvious. This article will examine the policies of the British government to address the issue of unemployment from the early 1920s up to the beginning of the Second World War, and will show argue that these policies and their successes and significant social policy changes could be credited to Neville Chamberlain. It will argue that it may now be possible to adopt a revisionist approach to Chamberlain’s political career, especially concerning his record in domestic politics, and will outline his motivations and desire to help the unemployed by referring to a wide range of primary sources that have not, as yet, been approached from this perspective by historians.
