The declining birth rate is one of the gravest problems faced by Japan today. Since 1989 the country’s totalfertility rate has continuously decreased. In response, the Japanese government has attempted since 1994 toimplement diverse child-care support policies. However, no sign of recovery in birth rates has been shown. Therefore, Japan has reorganized its child-care support policies to prepare for the introduction of a new systemof child-care support in 2015. The new system of child-care support aims to enlist the cooperation of the entiresociety in making good environments for children’s health and child-rearing. However, there are some of thequestions and discussions raised about the new system. Major challenges include, consensus of the people aboutthe system, issue of the nursery waiting list, preparation of financial missing. During the period of rest, theyhave issues to be dealt with in order to resolve these problems. This work is expected to bring about goodimplications for the development of similar policies in Korea, facing a situation like that of Japan.
