This study aims at selecting and measuring regional retardness index. For this, by reviewing the related theories and the previous literature, the concept and measuring of regional retardness were studied and then regional retardness was measured on 23 cities and counties in Gyeongsangbuk-do with the positive analysis. In this study, according to these purpose and scope, through review of the previous studies and interviews with experts, regional retardness index was selected and through AHP, weightiness of the index was determined. Finally, the index was standardized and the retardness level was deduced. The main results of the study are summarized in as follows. First, index and weightiness for measuring regional retardness were population increase and decrease ratio 0.1736, aging index 0.1557, manufacturing worker ratio 0.1074 GRDP per capita 0.0688, road paving road ratio 0.0458, number of registered automobile 0.0363, medical doctors per 100 people 0.0515, ratio of basic livelihood security recipient 0.0732, financial index 0.2028 and amount of local tax per capita 0.0850, respectively. And then for order of retardness in 23 cities and counties in Gyeongsangbuk-do. Uiseong County was highest and then Yeongyang Country, Cheongsong Country, Yeongdeok County and Gunwi County followed, respectively, while Gumi City, Pohang City, Gyeongsan City and Chilgok County showed lower values.
