The purpose of this study is to suggest the practical guide for enhancing for using children’s literature in the public libraries. For this purpose, at first, I will try to find that the institutional problems and the solutions of the children’s services in the public libraries based on national policies and laws. Secondary, I will try also to find the problems and the solutions of librarians and writers in themselves. The results can be summarized as follows : 1. We have insufficient equipment, material, and expert librarians for children in the public libraries. So we must prepare national laws and policies for more expert librarians, facilities in quality and quantity for children services in the public libraries. 2. There have been a little corporations between librarians and writers in developing children’s programs. Therefore I suggest that librarians and writers must work together in many ways for developing various programs and skills for children’s literature in the public libraries. In addition, we have to need to cooperate with many parts of subject experts surrounding the public libraries in developing children’s programs.
