A plan of revitalization on the local Ombudsman-The focus on Seoul Metropolitan City- These days, as administrative affairs increase, the inhabitants' right is violated more and more. But the local government has no regard for this part. As July 2005 Government legislates about the local ombudsman, the local government must take action on this law. Now Seoul Metropolitan Council points this problem, he claims that the local ombudsman is needed. And Seoul city has operated a similar system. But this system is quite useless to relieve inhabitants' right against unlawful and unfair administration action. So the local ombudsman is made by the local government. Besides a local assembly makes an efforts to manage this local ombudsman. It is very important the role of local ombudsman to relieve inhabitants' right in local self-government, so it is necessary to reform Seoul controller. The Seoul controllers are not useful in the present age administration, this organization is very formal. The existing regulation is revised local ombudsman. Ombudsman is more useful local government than the central government. So many local governments establish a ombudsman to relieve inhabitants' right against unlawful and unfair administration action. Today we enter upon local self-government, it is necessary to establish a local ombudsman. Above all things, I hope that Seoul makes preparation in advance about the ombudsman. I hope that the Seoul ombudsman relieve the right citizens' of Seoul against unlawful and unfair administration action.
