Since Doi-moi in 1986, a lot of multi-national corporations have invested in Vietnam's market due to political and social stableness, inexpensive labour costs, and membership in the WTO. Foreign investments have increased from $400 million in 2005 to $780 million in 2006, and for ten months in 2007, they reached $975 million. Vietnam's annual economic growth rate is above 8%, and it is emerging as "the World's Factory." However, negative aspects lie behind the external growth such as unemployment, income inequality, social polarization, and corruption. Especially the corruption level in Vietnam is very serious, as Transparency International ranked Vietnam at 111th of 163 countries in 2006 Corruption Perceptions Index. It has a strong correlation with Doi-moi led by Socialist Community and the government. The Communist Party came to power by political liberty and unification of the country, and tries to remain through economic growth by Doi-moi. The Communist Party identified corruption as one of the government's main challenges. The intention of this paper is to understand the condition and the cause of corrupt officials, the biggest obstacle to Doi-moi and to deduce an outlook from analyzing the countermove of the Communist Party. First, different forms of corruption will be classified at various levels of government officials, and its seriousness and the adverse effects will be analyzed. Then, the cause of corruption will be examined at political, economic, and cultural aspects. Finally, this will derive a prospect from studying countermeasures of the Communist Party against corruption.
