The purpose of this paper is to study the historical development of the German social policy. The social insurance policy of German has begun the first time of the world history and it remains the basic principle of the social welfare system existing today in the Germany. The historical experience of the democratical Weimar welfare system on the one hand and the totalitarian Nazi welfare system on the other hand influence to the distinguishing characteristic of the german welfare policy.
The one of the core social security system in Germany is the social insurance system, which emphasize the work and employee in labour market for the principle of contribution and benefit. For this, social market economy is the unique germany economic system, which has mixed the new liberalism and social democracy idea und pursue the economical efficiency and social justice.
