Many studies have revealed that economic performance measurements of a nation, e.g., gross national product (GDP), have a certain limit in measuring the level of happiness of its people. However, the measurements of subjective well-being (SWB) have their own limitations in the highly stratified world economy. This study suggests a stratum model for measuring well-being of nations with different economic and social structures. Based upon two Gallup surveys on the Korean people, five affluence bases were defined as fundamental conditions for affluent states: security basis, policy basis, resource basis, social consciousness basis, and sustainability basis. Among the five bases, this paper mainly focuses on the measurement of the resource basis using base minerals and key energy resources. The resource basis is considered to be an important pedestal for a nation to be an affluent state. Two types of resource basis indices, i.e., the base metal basis index (BMBI) and the energy resource basis index (ERBI), are constructed and applied to China, Japan, and South Korea. It was found that China shifted from a “resource basis fulfilled country” (RBFC) in the early 1990s to a “resource basis insufficiency country” (RBIC) in the middle of 2000s. This result supports the fact that China became very aggressive in exploring overseas natural resources since the middle of the 2000s. Combined with other measurements, the resource basis index (RBI) can be further developed to provide a more conducive method in measuring SWB in countries with different social and economic structures
