Designing an optimized web-based language system is not a simple task, even for a highly motivated teacher. The entire process of collecting and composing proper instructional contents, and managing the learning system can be barriers for most teachers. Therefore, this study aims to provide an example of an English language learning system especially designed for an Internet English course at the college level. This system is presented as a webpage entitled WEICT and is designed on the distributed language learning approach, utilizing both on-line and off-line methods. In order to maximize the advantages of the distributed language learning approach, part of the system employs commercial video materials and published text materials. This study describes how the entire learning system and instructional contents are constructed. Also, all content is explained according to its function within the system. The distribution and posting of instructional contents have been done on the homepage for Internet English.
