The purpose of this study was to develop a valid and reliable free-response test to assess the science process skills of middle school students. This instrument measured nine skills: formulating inquiry questions, recognizing variables, formulating hypotheses, designing experiments, transforming data, interpreting data, drawing conclusions, formulating generalizations, and evaluating the designed experiments. To prepare the instrument, we developed 36 items, where each skill has four items. One professor of biology education, one biology teacher with a doctoral degree, and four biology teachers with master's degrees validated the 36 items and 18 of the 36 items were finally accepted with high validity. The test was administered to 132 eighth grade students. Data from the item analyses yielded an internal consistency reliability of Cronbach's α=0.882, an inter-rater reliability of Kendall's W=0.984, an average index of item difficulty of 0.51 and an average index of item discriminating power of 0.49. This results indicated that the instrument was valid and reliable to assess science process skills.
