Cultural differences are easily and universally perceived. They are a relative characteristic, and can sometimes be experienced even within a particular culture. If the same cultural factors applied worldwide, there would be no misunderstandings or cultural shocks. However, each country maintains its own languages, institutions, and traditions. Such differences cause misunderstandings and complications on the international stage. Therefore the importance of intercultural communication is increasing, especially in today’s globalized world. In this paper, we aim to study cultural factors as they relate to Eurasian regional cooperation in the building of the New Energy Silk Road. The study’s author selected the Caspian and Black Seas as the research area. The Caspian Sea area is well known for its oil and natural gas development and the Black Sea provides a short and effective passageway (or corridor) to transport Caspian oil and natural gas to western Europe. From an economic perspective, in the construction of energy pipelines, countries will naturally look for the shortest and cheapest geographic route. However, countries will choose alternate routes due to such cultural factors as language, ethnic differences, and religion. For the Eurasian region around the Caspian and Black Seas, the languages include Russian and Turkish, ethnicities include Turk and Slavik, and the religions are Islamic and Orthodox. Cultural factors play an extremely important role in the construction of the New Energy Silk Road. From the political point of view, Turkish and Russian influences are mainstream, and Iran, which is located near the Caspian Sea, maintains some separate positions and exerts influence on other countries in the region.
