This study analyzes the features and limitations of instruction in the field of Vocational Chinese Language for Flight Attendants; it also aims to develop a Vocational Chinese Language for Flight Attendants based on National Competency Standards (NCS) curriculum by conducting research on the needs of learners and people in the airline industry. Despite the recent increase in the demand for Vocational Chinese language due to the development of the tourism industry and the increase in the number of Chinese passengers, studies on the development of practical education curriculum are insufficient. This paper examines the features and limitations of current Vocational Chinese language education; it then identifies the main content of education and designs a curriculum based on a learner needs’ analysis and an industry recognition survey. The analysis found that learners and people in the industry have two different perspectives. It was found that most of the learners who attend vocational college and are majoring in airline service and tourism believe that the Chinese language is used most frequently during in-flight meal services, while most of the flight attendants agree that the Chinese language is frequently being used in urgent situations, such as medical emergencies and unexpected weather changes. This study developed a curriculum after analyzing learners' needs and the general vocational ability in the airline services industry. Based on the results, the study designed a four-semester course for vocational college students. The results of this study are expected to provide basic data and guidelines to develop and implement an NCS-based Vocational Chinese Language for Flight Attendants curriculum in the future.
