This thesis is a study on the Korean(Joseon of the Japan's colony) cinema law and groups from the Chinese-Japanese War(1937) before the Pacific War(1941). The Chinese-Japanese War occurred in 1937. Korea and Japan were in the relation between the colony and the empire at that time. Japan rushed into the system of the war by the war outbreak, and Japanese Government managed goods and person necessary for the war. For this, the system and organization in Japan and Korea was concentrated on the war. Of course, this was reflected in the world of Japanese and Korean cinema at once. the low of cinema was introduced, and new groups of the cinema was established in Japan and Korea. So, Joseon Film Act was introduced and cinema groups(like the Joseon Association of Film Artist, Selection Committee of Film-Ability, Joseon Association of Film Producer, etc) were organized. It is very important that Korean cinema law and groups was closely related to Japanese cinema law and groups right after the Chinese-Japanese War broke out.
